Governing Documents
Columbia is run via a series of associations, from Columbia itself, to Owen Brown Village, to Lakewinds. The governing documents below appear in that order. As a resident, the Owen Brown’s Architectural Guidelines and the Lakewinds Bylaws are particularly helpful.

Columbia Association (CA) Governing Documents: These consist of a charter (which outlines CA's purpose and powers and defines its members); Deed, Agreement and Declaration of Covenants, Easements, Charges and Liens (which authorizes CA to assess an annual fee and specifies how that is calculated); and bylaws (which set rules for member meetings and address such issues as officers and finance).

Architectural Guidelines to the Owen Brown Covenants: These are binding legal obligations between the Owen Brown Community Association and each village lot owner. They prescribe lot maintenance, exterior appearance, and property alterations and additions, etc.

Lakewinds Covenants: Filed with Maryland, these outline HOA and members’ rights and obligations. They also state neighborhood restrictions, such as a two-vehicle limit per unit in the courts. Example: Our HOA maintains common property and parking pads in the courts.

Lakewinds Bylaws: These describe HOA governance. They explain how often meetings occur, how many people are on the board, and what constitutes a quorum.
